Is Nokia Becoming Europe’s AI Infrastructure Company?

Why one telecom company’s transformation may reveal where artificial intelligence is heading next
For years, Nokia was primarily associated with mobile networks. Investors followed smartphone history, 5G contracts and quarterly results. Today, a different story is emerging.
The Finnish technology company has reported one of its strongest quarters in recent years. Operating profit exceeded expectations, AI and Cloud revenues more than doubled, and Nokia secured €2.8 billion in new AI and cloud orders. Financial markets understandably focused on the numbers.
The more interesting question, however, may not be how much Nokia earned. It may be what those results reveal about the next phase of artificial intelligence.
🟦 From telecom infrastructure to AI infrastructure
Under CEO Justin Hotard, Nokia appears to be accelerating a strategic transition that extends far beyond traditional telecommunications. The company is increasingly positioning itself inside the infrastructure powering artificial intelligence itself.
Its rapidly growing AI and Cloud division reflects that ambition. At the same time, Nokia’s Optical Networks and IP Networks businesses continue to expand as hyperscale data centres demand ever greater bandwidth and lower latency.
These are not separate markets. They are becoming different layers of the same AI infrastructure.
🟦 The network becomes the computer
Perhaps the most important development is AI-RAN. Developed in close collaboration with Nvidia, AI-RAN allows telecom infrastructure to evolve beyond transporting data alone. By combining Nvidia’s AI compute capabilities with Nokia’s networking expertise, intelligence can gradually move closer to where data is actually generated.
Instead of sending every request to a distant hyperscale data centre, AI inference can increasingly take place at the network edge.
That changes the role of the telecom network fundamentally. It no longer simply connects computers. The network itself begins to participate in computing.
🟦 Europe’s overlooked advantage
Europe is often portrayed as trailing the United States in foundation models and hyperscale cloud platforms. That comparison overlooks another competitive layer.
Europe remains exceptionally strong in technologies such as optical networking, IP routing, telecom infrastructure, industrial connectivity and edge computing. These capabilities rarely dominate headlines.
Yet together they increasingly determine whether artificial intelligence can operate efficiently, securely and at scale.
The next phase of AI may depend not only on building larger models, but on connecting intelligence to the physical world.
🟦 Infrastructure becomes sovereignty
The debate around digital sovereignty has largely focused on software, cloud providers and regulation. Artificial intelligence expands that debate. Infrastructure itself becomes a strategic asset.
Who owns the optical networks? Who provides AI connectivity? Who builds edge compute Who links hyperscale AI to factories, hospitals, ports and public infrastructure?
Those questions may become just as important as who develops the next generation of foundation models.
Nokia may be one of the first European companies to demonstrate that the future of AI will be built as much through infrastructure as through algorithms.

Nokia’s latest quarterly results undoubtedly demonstrate commercial momentum. But they may also reveal something more fundamental.
For years, artificial intelligence has largely been understood as a competition between models, chips and cloud platforms. The next phase may instead be defined by infrastructure.
If intelligence increasingly moves from centralised data centres towards distributed networks, companies capable of connecting compute, communication and edge intelligence will become strategically important.
Nokia’s transformation therefore matters for reasons that extend well beyond one company’s financial performance.
It may offer an early glimpse of how Europe’s role in artificial intelligence is evolving—not by competing head-on in every layer of the AI stack, but by strengthening one of the layers where it already possesses world-class capabilities.
