Europe Wants More Engineers — But Has No Room to Train Them

Eindhoven reveals the missing layer in Europe’s industrial strategy

SIGNAL | Europe spent years worrying that too few young people wanted to become engineers. At Eindhoven University of Technology, interest in Electrical Engineering is now rising. The response under consideration was not expansion, but a numerus fixus. Europe finally found the students — and may have nowhere to put them.

Europe wants more semiconductor factories, stronger electricity grids, secure telecom networks and greater defence capacity. All depend on engineers.

Brainport companies are already demanding more technical talent. Project Beethoven was launched to strengthen the region’s industrial and educational base. Yet TU Eindhoven is approaching the limits of its classrooms, finances and teaching capacity.

Electrical Engineering dean Mark Bentum is resisting an intake restriction. His alternative is to improve the entire educational flow: earlier guidance, shorter study duration and a closer route between TU/e and Fontys University of Applied Sciences.

The debate reported by Cursor TU/e raises five uncomfortable questions.

🟦 1. Can Europe build industry without building educational capacity?

Europe treats semiconductor plants, electricity grids and defence factories as strategic infrastructure. Universities are still treated largely as a separate policy domain. That distinction has become untenable.

A semiconductor fab without process engineers is an expensive concrete shell. A modernised grid without power-electronics specialists is copper without capability. Industrial investment only becomes productive when there are people able to operate, improve and scale it.

Europe eagerly finances industrial capital expenditure. But educational capacity requires sustained investment in lecturers, laboratories, teaching assistants, buildings and student accommodation.

Funding the factory without funding the engineers is not industrial policy. It is industrial theatre.

🟦 2. Is Europe short of talent — or short of places?

For years, the diagnosis was simple: too few young people were choosing technical studies.

Eindhoven presents the opposite problem. Interest is increasing, but the institution cannot expand indefinitely. The shortage is no longer necessarily located among students. It may be located inside the system expected to educate them.

A numerus fixus can protect educational quality. But it also converts institutional scarcity into student exclusion.

Europe then produces its own engineer shortage: first by asking for more technical talent and subsequently by restricting the number of people allowed to develop it.

🟦 3. Why is technical talent allowed to disappear?

Limiting admission is not the only point at which potential is lost. More than a third of Electrical Engineering students at TU/e currently leave after the first year following a negative binding study recommendation.

In an ordinary educational debate, this may be described as selection. In an economy experiencing a chronic shortage of engineers, it also represents a serious loss of technical potential.

Not every student belongs at a research university. But that does not mean they do not belong in engineering.

Bentum’s proposal starts from a different principle: students who struggle should not automatically disappear from the field. Earlier assessment, more intensive guidance and a suitable alternative route can keep them within the technical ecosystem.

Scarce talent should be redirected, not discarded.

🟦 4. Should TU/e and Fontys become parts of one talent system?

That leads to the most interesting element of the Eindhoven proposal: the cooperation between TU/e and Fontys.

Students could move from university to applied-science education early enough to avoid unnecessary delay, remain connected to Eindhoven’s technology community and potentially return for a university master’s degree later.

This replaces the old hierarchy between academic and applied education with something industry urgently needs: different routes through one technical system.

Brainport does not only need researchers and system architects. It needs applied engineers, laboratory specialists, technicians and operators. Mbo, hbo and university education are not competing ladders of prestige. Together, they constitute industrial infrastructure.

A region that connects these routes will retain more technical talent than one that uses each transition primarily as a selection barrier.

🟦 5. Who should pay for the engineers industry demands?

Once education is understood as industrial infrastructure, the final question becomes unavoidable: who is responsible for expanding it?

Technology companies ask universities to educate more engineers. Governments announce industrial growth programmes. Universities are then expected to absorb the consequences within limited budgets, buildings and staffing levels. That arrangement is reaching its limits.

If companies need a larger talent pipeline, they cannot treat educational capacity as an unlimited public utility. If governments stimulate industrial expansion, the required teaching and housing capacity must be included in the investment model from the beginning.

The question is not whether companies should determine university education. They should not. The question is whether governments, industry and educational institutions can continue announcing shared ambitions while leaving the capacity problem on the university’s balance sheet.

Europe is pursuing an industrial strategy built on a convenient fiction: that factories, subsidies and capital expenditure automatically create technological sovereignty. They do not.

For years, Europe asked how it could persuade more young people to study engineering.

Now they are knocking at the door.

The door is locked from the inside.
