That is one reason the upcoming All Digital Summit in Belgrade is noteworthy. At first glance, the event focuses on digital skills and inclusion. Yet the themes emerging around it point toward something larger. Not simply how technology is changing. But how societies are adapting to that change.
The People Behind the Debate
Two speakers illustrate this particularly well.
Jelena Muhina, a senior expert in adult education policy at Latvia’s Ministry of Education and Science, focuses on lifelong learning and the challenges facing low-qualified workers.
Her work points toward a question that is becoming increasingly difficult to ignore. If participation in economic life increasingly depends upon digital participation, how do societies ensure that large groups of citizens are not left behind?

Technology can scale rapidly. Human adaptation cannot. One follows investment cycles. The other follows the pace of human development.
The Risk of Disengagement
Every society depends upon participation. People participate when they feel capable. When they feel informed. When they feel connected to the systems around them.
But what happens when change becomes relentless? What happens when adaptation begins to feel less like opportunity and more like obligation?
The greatest risk may not be resistance. It may be disengagement. People do not always reject change. Sometimes they simply stop trying to keep up.

The question is no longer whether technology can evolve. The question is whether societies can remain cohesive while it does.
