Rethinking Competition, Infrastructure and Economic Sovereignty in the Twenty-First Century

For decades, Europe relied upon open markets to drive innovation, allocate capital and support economic growth. Competition encouraged efficiency. Global supply chains reduced costs. Capital flowed toward the most productive opportunities. For many sectors, this model delivered remarkable prosperity.

Yet as artificial intelligence, energy systems, semiconductors and critical technologies become increasingly strategic, a new question is emerging. Are some markets becoming too important to be understood as markets alone?

Beyond Markets Alone

Europe’s economic model was built upon a relatively simple assumption. Competitive markets create prosperity by allocating resources efficiently. That assumption remains largely valid. Markets continue to stimulate innovation, reward entrepreneurship and support economic growth. Yet the nature of economic competition is changing.

Artificial intelligence depends upon computing infrastructure. Computing infrastructure depends upon semiconductors, electricity networks and data centres. Semiconductor industries depend upon research ecosystems, specialised equipment, advanced manufacturing capabilities and long-term investment.

Increasingly, competition is no longer occurring solely between companies. It is taking place between entire ecosystems. Governments, universities, investors, infrastructure operators, manufacturers and research institutions all contribute to the capacity upon which markets depend.

Increasingly, competition is not taking place between companies alone. It is taking place between entire ecosystems.

This shift matters because strategic competition increasingly rewards not only efficiency, but also resilience and capability.

The Return of Capacity

For much of the globalisation era, economic policy focused upon efficiency. Supply chains were optimised. Inventories were reduced. Production was distributed across the world in pursuit of lower costs and greater specialisation. The objective was efficiency.

Recent events have exposed the limitations of that approach. The pandemic revealed vulnerabilities in global supply chains. Geopolitical tensions exposed dependencies in semiconductors, energy and digital infrastructure. The rapid expansion of artificial intelligence is placing unprecedented pressure upon electricity networks, computing capacity and data infrastructure.

As a result, policymakers are increasingly confronting a different question. Do societies possess sufficient capacity to withstand disruption? Efficient systems minimise redundancy. Resilient systems preserve it.

What appears inefficient during periods of stability may become essential during periods of disruption.

What may appear economically inefficient during periods of stability can become strategically essential during periods of disruption. Gas storage facilities, reserve electricity generation, semiconductor manufacturing capacity and critical digital infrastructure all illustrate this reality.

The question is no longer simply how efficiently resources are allocated. The question is whether sufficient capacity exists when it is needed most.

The Rise of Strategic Markets

Not every market becomes strategic. Most consumer markets continue to function primarily through competition and consumer choice. Strategic markets differ because disruptions within them can affect entire economic systems. Several characteristics increasingly define strategic markets:

  • High barriers to entry
  • Strong infrastructure dependencies
  • Long investment horizons
  • National security implications
  • Significant network effects
  • Limited global alternatives
  • Physical resource constraints such as energy, land and grid capacity

Semiconductors provide a clear example. The market remains competitive, yet advanced chip production depends upon a relatively small number of companies, suppliers, research institutions and manufacturing ecosystems.

The same pattern is increasingly visible in cloud infrastructure, energy systems, telecommunications and advanced computing. These sectors remain markets. Yet they also provide capabilities upon which broader economic activity depends. In this sense, they increasingly resemble infrastructure.

Europe’s Dilemma

Europe now faces a complex challenge. Excessive state intervention risks undermining competition and innovation. Yet complete reliance upon market forces may leave critical capabilities vulnerable to external dependencies.

Unlike China, Europe has not traditionally relied upon central coordination of strategic industries. Unlike the United States, Europe does not possess a single integrated market with comparable scale, capital concentration and technological dominance.

As a result, Europe faces a distinctive dilemma. Its regulatory framework was largely designed to preserve competition within the internal market. Competition policy, state aid rules and anti-trust enforcement have historically sought to prevent excessive concentration of economic power. Yet strategic markets increasingly reward scale.

The capabilities required to compete in cloud infrastructure, artificial intelligence, semiconductors and advanced telecommunications often demand investment levels and ecosystem coordination beyond the reach of fragmented markets.

Europe therefore finds itself attempting to balance two legitimate objectives. Preserving competition. Building capacity. This tension is becoming one of the defining economic questions of the twenty-first century.

From Comparative Advantage to Strategic Advantage

For decades, economic integration was guided by the principle of comparative advantage. Countries specialised in the activities they performed most efficiently. International trade allowed economies to benefit from that specialisation. Globalisation strengthened this logic.

Today, strategic markets introduce a new consideration. Some capabilities may need to exist not because they are the most efficient option, but because they are essential to economic resilience, technological leadership or national security.

This does not imply abandoning markets. It implies recognising that certain capabilities have become strategically significant. The challenge is no longer simply deciding where value can be created most efficiently. It is deciding which capacities must remain available when disruption occurs.

From Markets to Economic Architecture

Viewed individually, semiconductors, energy systems, cloud infrastructure and artificial intelligence appear to be separate sectors. Viewed systemically, they reveal something larger. Economic competitiveness increasingly depends not only upon markets, but upon the architecture that surrounds them.

Infrastructure. Research ecosystems. Financial systems. Regulatory frameworks. Energy networks. Strategic coordination. Together, these elements shape the capacity of economies to innovate, adapt and compete. The objective is not to eliminate competition. The objective is to preserve the capabilities upon which competition depends.

The question is no longer simply how markets create value. The question is how societies organise the systems that make future prosperity possible.

The question facing Europe is therefore no longer simply how markets create value. The question is how societies organise the systems that make future prosperity possible. That may be one of the defining economic challenges of the twenty-first century.
